Rural Development Gets The Green Light ?

Somewhat later than hoped, the Government has recently published its proposals for consultations in its attempt to overhaul National Planning Guidance with a new policy aimed at improving the planning system and aiding economic recovery.  The National Planning Policy Framework includes some important initiatives targeted at the rural economy and may well present farmers and landowners with some opportunities in rural areas including:

1. Housing
Rules are likely to be reviewed in relation to the supply of housing (possibly increasing supply by 20%) as well as reviewing exception site policies and the possibility of some market housing sites in rural areas.

2. Diversification
The new policy framework will encourage Councils to support the growth of rural businesses, and particular through diversification and tourism and leisure proposals in the countryside.

3. Redundant Buildings
The policy document will encourage Councils to consider more readily the reuse of redundant buildings for residential purposes, where this would improve the immediate setting of such buildings.

The main thrust of the new National Planning Policy Framework document is the likely to be that there will be a presumption in favour of sustainable development and that Planning Authorities should, in the absence of a local plan, approve development.  This will also apply to instances where the local plan is silent or where policies are out of date.

It is likely that the protection of the historic and natural environment including the Green Belt will remain a key objective of planning policy so we are unlikely to see the whole of rural Britain covered in chimney pots !

The consultation process is to last for 3 months after which the Government will publish its final guidance document.  At the very least it should see a reduction in the number of documents required to be submitted as part of the Planning Application Process.
